Fusion substitute monsters and 1 specific question.

I want someone to please confirm this page's content:

If the information on that page is true, then many Tip pages in the wikia are untrue.

Now, heading to the Hex-Sealed Fusions:

Can their 1st and 2nd affect be used simultaneously? The rullings and tips on this are confusing.
Meaning, for example,

• can you special summon B. Skull Dragon using only Summoned Skull and Dark Hex? (or Red-Eyes and Dark Hex ofc).
  
• In a similar manner, can you special summon Gaia Drake using the Earth Hex and a random non-effect synchro monster?
  

This is my opinion and my opinion only:

1) Yes, their effects can be used simultaneously. You can use the replacement effect and the fusion without polymerization at the same time. B.Skull Dragon can be summoned this way.

2)Yes again. Gaia Drake can be summoned the way you suggested.

3)Their 2 effects can of course be used separately (e.g. 1 E-Hero + Earth Hex for E-Hero Gaia without polymerization)

4)Yes most tip pages of wikia are incorrect (e.g. in the Cyber Dragon decks the Light-Hex is constantly proposed for the Fusion of Cyber Twin and End which is incorrect as you see.)

I don't think it works for cards that say, "This card cannot be special summoned except by fusion summon" because the hex don't specifically say the monster is summoned by fusion summon.

Tributee + Earth Hex doesn't make a fusion summon, so you can't summon E-Hero Gaia. it just special summon a fusion monster from extra deck.

Cyber Twin/End Dragon can be special summoned by tributing a/2 Cyber Dragon and Light Hex.

substitute monster doesn't have effect in the deck and rfg(i forget that hero fusion spellcard use material from rfg)

Are you sure? I can't find a rulling anywhere that states this, apart from the tips in the wikia!

you can't use light-hex if you want to fusion summon cyber twin/end dragon, because the text said so ;).

You can't tribute light hex and 3 cydras to get cyber end, you have to tribute light hex and 2 cydras.

and it said monster(s) if you ever try to summon cyber end just with 1 cydra.

what make you think that Gaia Drake's effect will be negated just because it's special summoned by Earth Hex? o.o

Like when Stardust is Special Summoned by Starlight Road - not Synchro Summoned properly, not being able to ss him from the grave, same category, that's what I thought.

This is the first line in Fiend Skull Dragon's rullings. But wait, his effects mentions he can't be Fusion Summoned with different Fusion Materials, not Special Summoned! Hexes Special Summon! I think I'm going dizzy o_O
Cyber Twin dragon and Cyber End Dragon state the same, so you should be able to use the Hex with the Cydras to Special Summon (NOT Fusion Summon) the monsters!
