guys answer me to this if i have monsters on my field and my opponent dont have can he activate the card??the card says if you would tribute and since my opponent dont have monsters he couldnt tribute

but man he dont have any monsters so he can tribute so he cant activate it

look at the card's eff. it says "Select 1 monster your opponent controls. This turn you can Tribute that monster as if you controlled it.". so, he can use one of your monsters as a tribute fodder
