The downside of not being able to conduct your battle phase is pretty bad indeed.
Also, the monster won't have it's effect. The reasons this can can be useful in my opinion are:
1) You can summon a tuner from the grave to quickly synchro to a Scrap Dragon and just destroy one card, then wait until the next turn to attack. This also can be used to summon a BRD and clear the field.
2) You will most probably have a Scrap Dragon in your grave. A 2800 "Scrap" beatstick that will summon a scrap monster when destroyed is not bad at all. Scrap Archfiend is also a good beatstick.
3) If this card is MSTed or Giant Trunaded the monster will be destroyed BY THE EFFECT of a Scrap card, and therefore if it's a Scrap Beast or Goblin will get you a scrap from your grave.
These are the main reasons I'd use it, but still I think Chimera is quite enough. Some playtesting would help get a result.
