You can remove from play 1 face-up monster you control to Special Summon this card from your hand. During the next Standby Phase, the monster used in this card's Special Summon returns to the field.
It can combo pretty well with D.D. Survivor, but it isn't & the best tuner around D:

As you said,it isn't the best Tuner around. It could be useful if you wanted to trigger an Absolute Zero or to protect a monster you have from a Dark Hole,but....meh.
